The evaluations of egovernance by the EU Commission shows that Sweden is far behind the most advanced EU members. A recent OECD study ranks us low in a similar way when it comes to AI adaptation.
The purchases of IT systems by the public sector have also often ended in national embarrassments costing taxpayers billions of SEK.
Sweden needs to catch up as AI is going to change the world in a fundamental way and decisive actions are needed in order to increase Swedish competitiveness and develop public services. The subject of this hearing is to explore what Sweden could and should do to rectify the situation and become the leading IT and AI country we all want us to be.

Special guest is professor Mario Campolargo former Director General for IT in the European Commission and Secretario d’estado working in the office of the Portuguese Prime Minister and responsible for Digitization of the public sector. Portugal is a European eader in egovernance.
KL 12.30 -13.30 WHAT IS DIFFERENT IN SWEDEN?
Mario Campolargo highlights three differences between Sweden and Portugal. The first is that Portugal has had electronic identities for its citizens for 25 years. Sweden as one of few EU countries still donẗ have them. Secondly, all development of IT systems in the public sector are owned by the agency under the Prime Minister’s office. Thirdly they don’t purchase the development of systems. Instead the agency with more than 400 IT specialists cvo-develop them with chosen partners.
